Hr-215 I want to cut grass without engaging self propel.

where are you located ? Yes, that has been def modified.I have both separate handles if needed. You look to have either a 2 or 3 speed
 
Try searching “self propel always engaged on a hr215bl mower”. You’ll find some tips on what to look for. A good tech would probably see the problem, but we are not standing next to you to see the handle assembly. I don’t think it’s been modified.

There are pins for a second handle to hinge on. And the end of the cable looks like it’s been modified. Would the single bail handle make it so you could only engage the blade while engaging the drive?
