The lever pulls a wire that pulls a spring that pulls a lever with a pully on it to tighten the belt on the deck and drive the blades.
Start by checking the belt is on the deck properly.
There is a diagram in th owners manual ( you can download one for free if yu don't have one )
And there is another one on a sticker on the deck itself.
Check that the cable is not broken.
