Honda walk behind throttle slipping

Hello, I had a quick question and I can’t find an answer anywhere. My Honda HRR2165vxa mower seems to slip out of fast constantly. The mower still works great it’s just an annoyance to constantly throw it back into fast. I’m trying to figure out how to solve the problem but I guess I’m not searching using the right phrase. I’m trying to figure out where exactly the problem is...is this a problem with a lose cable that needs to be tightened, or with the lever itself, or something I’m not seeing from looking at it. Any help would be appreciated. Thank you

Now lets get things right.
is it the throttle that slips so the engine slows down
or
Is it the self propel that slips so the engine maintains speed but the mower goes slower ?
or
Is it a multi speed mower that slips from a high gear to a low gear ?

Sorry...The throttle lever slips down from fast to slow, it slows down the blade speed

Did you lubricate it ?
A common mistake.
You lube the cable but not the lever.
There should be a plastic washer in there to create friction to stop the governor spring pulling the throttle control lever closed.
These fall apart over time , particularly if they pivot bolt was over tightened.
