Does the mower have a throttle lever?
Maybe the throttle lever and/or cable is out of adjustment.
What is the model number and serial number (on the upper back of the mower deck)? I can look up the engine speed specification for you.

Got a model name and serial number? I can look up the specs for you.
You'll need a tachometer to measure engine speed, or have a shop check it. The throttle and governor linkage can be adjusted if the engine speed is too low.

Does your mower have a BBC (brake/blade/clutch)?
If you are saying the blade is slow sounds like your clutch is worn.
