This Engine Leaks Oil Out Of The Carburetor When Running. Engine Has Good Compression. Engine Is Not Over Full Of Oil - Oil Level On Dip Stick Registers Full Of Oil ( Not Over Full )
Any Suggestion ?

Has the oil level EVER been checked? Flat ground and the dipstick PARKED on top of the threads? Not screwed into the dipstick holder?

Pull the plug. Is it black?

I would be looking at the carb needle and seat.

I would love to see a picture of the oil level.

Cooling fins ever been looked at?

There is no way for engne oil to enter the carburettor other than through the breather tube
Usually what happens is people tip the mower carb side down so the sump oil fills the breather chamber and from thee has to go into the air cleaner housing .
