Honda HRT 216 won't pull

Greetings, all,

My Honda Harmony HRT216 won't pull unless I hold the rear wheels off the ground. As soon as I put it back down they won't pull. The cable and hand lever seem to be working okay. Is there another adjustment? My owner's manual doesn't even mention the self-propel feature.
