Honda HRS21 with GXV 110 motor won't start. Replaced carb, adjusted valves, clean fuel and new sparkplug, Has spark. New air filter, still now start condition. Seems to not be drawing gas to the combustion chamber. Have run out of possibilities, any suggestions? Note: before new plug, it did start with very low idle and no throttle response. Have not checked fly wheel key, but planning to. Possible governer out of adjustment, do not know how nor able to find info on how to adjust.

Update -did compression check today-got 40psi for first and second attempts 3rd and 4th attempts added teaspoon of 30w oil got right at 60psi both times. I am not real familar with compression checks but from reading these results would indicate bad rings.Is this right? Any suggestions are greatly appreciated

If the cylinder compression is lower than the (MIN), check the following.
1. Gas leakage around the cylinder head - replace the damaged gasket with a new one and check the cylinder head warp.
2. Condition of the valve seating.
3. Valve clearance.
4. Piston/cylinder wear, piston seizure.
5. Piston ring, piston ring groove.
