Honda HRR216VYA Surges when blades are not turned on.

I have a Honda mower which works nice except it surges a lot when the blades are not on. When I turn the blades on the surging stops which is clear since the governor arm stops moving from left to right. Any idea of what’s going on? I cleaned the carb pretty thoroughly.

idle circuit is still blocked, when you engage the blades, it runs on the main jet, which is why is smooths out.
