Honda HR194 Throttle linkage question

I had the carb off to clean it and when I reinstalled I must not have connected the linkage properly. Before as I moved the throttle back the engine would gradually decrease speed. Now speed remains constant as I move the throttle back until it reaches a point when it stalls.

yes fuel filter is located inside fuel line at gas tank

the diagram shows I have linkage installed properly. I still need to know how to adjust settings so I can reduce engine speed slowly and not cause lawnmower to stall. On another topic, is there a fuel filter on this engine?
