I am unable to get it to start, I don't seem to be getting a spark, if I take out the spark plug leave it attached to the HT lead should I see a spark when I pull the cord?

I'm not sure if that engine has a CDI type ignition or coil with points and condenser. If the latter, its possible just the condenser is bad. Your local lawnmower shop should be able to test the coil for you.
