Ok, so I discovered the cable end that attaches to the self-propel lever was marred. There was only a nub left and it was not enough to engage the lever and power the wheels. After adjusting it, the mower will now move under it's own power, but it's still stuck in 3rd gear, as it was when I bought it. A new cable is on the way to replace the marred one and now I have to figure out why it's stuck in 3rd. I can throttle down to slow it down, but want it to work in a shift ranges.
