honda gc190 governor

i have a honda gc190 la on a cub cadet tiller rt65, have cleaned carburetor when starting the engine runs at full speed, this engine was worked on by someone self not sure what they did , so could i have a governor have been set wrong by the last person that worked on it and if so how do i fix the problem
