HL-45 start issue

Greetings .... I have a HL-45 hedge trimmer that has an issue of seeming to be Hydro-locked (fuel) ....Its very hard to pull start almost to the point of breaking the starter cord ....I can pull the plug and it spins over fine ......Muffler has spark arrestor removed ..... I pulled the muffler to make sure its not plugged and noticed you can put a light at either end and cant see any light at the other end ...so I put the starter back on without muffler and it still is very difficult to turn over ....pulled plug again and spins fine with muffler removed ..... any ideas? ....just for info ...if you get lucky the motor runs idles perfect .... thanks in advance .....mike NE Florida ...

Remove the pull start and check the pulley
I just had a 345 Husky in that did exactly that
Ended up being the starter pulley broken into 2 pieces.
Under no load (plug out ) it pulled fine
Under load the 2 halves moved apart causing the pulley to jamb in the housing.
Definately a new one to this little black duck.
