High idle

Hi. I just bought a 2002 Scotts 42 inch mower, 17.5 Kohler engine. It won't idle down. I start it and runs full speed . Where would I start looking? Thank you
 
there's a few things to check. One is that there is actually a throttle plate in the carburetor.. sometimes they can come loose and lodge or pass through the engine, also make sure the linkage is not binding and moves freely.
if that checks out, i would perform a static governor adjustment.
If you can find the model tag on the engine that would be a great help to us so we can give you engine specific information.
 
It won't idle down
Why do you want or need it to idle down for?

OPE (outdoor power equipment) mowers, trimmers and blowers are designed to run at full rpm once you let go of the starting rope or key switch. Most are air cooled. Low rpm means less cooling air being generated, not good. Then there is the lubrication or lack of issue.
