I have tried everything to get this idle pulley bolt out and it is stuck. I cut the bolt off and I don't know what else to try.

What kind of mower are we working on?
I would suggest getting the biggest pair of Vice Grips you have and lock them on and twist...
Do you have access to any type of Oxy/Acetylane gas, or something to heat it HOT with? looks rusted down in there.

Kobalt has the best grip strength i've seen, ive got many broken off bolts with them. they're life savers.
