Help needed with Einhell GC-PM 46 please

Recently purchased and im having no joy getting it going. Im not very knowledgeable about these things so if I describe things in the wrong terms please be patient with me. Ive fitted a new carburetor and I've fitted new spark plug. But still no joy. But as I was connecting up the carburetor I noticed the arm that goes to the carb doesn't seem to be activated or moved by the break or clutch handle. When I pull that handle it moves another arm that goes to the centre wheel of the engine if that makes sense. So nothing seems to move the bit on top of the car that lets fuel in. Im including some pics and I hope I've made some sense

So the arrows in white show the bit that goes to the carb but dont go anywhere and the bit in blue connects up to the clutch handle

The blue arrows is the engine brake assembly and cable. It only releases the flywheel brake when the handle lever is in use and activates the brake and ignition kill switch.

As for the throttle this is a fixed speed setup. The governor spring would be holding the throttle vane wide open when the engine not running. and the governor arm partially closes the throttle vane as the regulate the engine speed when it is running.
 
Thanks for replying, sorry if im being dense here. So the arm connected to the carburetor never moves even when im opening and closing the break handle on the handle?

I cant quite understand how this lever thats attached to the carburetor ever moves because I cant see where the lever its attached to actually moves?

I can include a video if that helps, but so far I still haven't managed to get it started at all, and cant figure out why.

The rod on the throttle arm of the carburetor is controlled by the internal governor of the engine when it is running. This is a fixed RPM engine design.

I see it has no choke, so it has a cold start primer on the carburetor air box.

The only thing your handle control operates is the ignition stop switch and the flywheel brake band.
 
Thank you so much for your very clear response. Could anyone suggest what I naybhave missed in why it currently wont start?
 
Everything needs to be properly assembled and the primer working for it to start. Trying to start it without the air cleaner will just pull in straight air.
 
Yes this Honda Clone has a carburetor primer. See attached IPL item 008; although, it is not separately available apparently the mower OEM.
