Have not used my mower in 4 years, wont stay running

I have not used my mower in 4 yrs, had lawn service, moved to new house, no service. Tried to start mower but will only run for a few second, basically just running off of the carb cleaner i'm shooting into it. The prime button was a little stiff and i dont think it is priming. Where do i start to get this mower running again?

What brand and make mower?

I would remove the carb and clean it and replace the primer bulb and fuel filter. And make sure gas is getting to the carb.
Have to drained out the old gas and put in new gas?

I think that's a good idea, plus you may want to change the oil also.
