Hard starting Snapper Big Six

I have a Big Six from ~ '97. It's my secondary mower so sometimes it goes longer without using. Had carb replaced about two years ago. Now it will only start cold with starting fluid. After 1st start it's good to go.

Is it easier to just get new carb? Or does price point to clean rebuild?
 
New Carb and general cleaning - including gas tank and fuel line - and this puppy is running like new. Now to sort out drive issues in separate thread.
