Hard start

I have a wood chipper with a Tecumseh motor. When I bought it used it ran , on the way home it turned over and all oil and gas ran out. Drained oil put new in also New gas. Would start start but not run. Put new carb on still starts but will not run. HELP PLEASE
 
Helps if we know which wood chipper & what tecumseh engine
The more numbers the better so make & model & serial numbers all help
HAve you replaced the plug ?
it very well could have oiled up
Remove it and give the starter rope a dozen or more swift pulls
Warning, fuel / oil can fly out with quite some vigour & quite some distance so what what is in the firing line .
