Hand me down 13 hp Tecumseh 13a4662f129 Yard Machine late 90’s early 2000’s

New carb got it started ok, put the deck belt on and try to start it and it just sorta jumps and will not start

If if take spring in back off, it starts up

Saw video of guy pull that spring off with pliers, i have to use old car jack and a dog leash
Should i first try a new oem belt?
This belt Origin is unknown
Is that spring supposed to be so stiff?
can the Deck hung wrong?
I saw here somewhere retorque Engine pulley?
Not much of a mechanic and hard to find a hour or two to even dig into it so thought id post here.

When the deck is pulled all the way up, the deck should move forward. Do you see a part number on the belt?

Belt should be MTD 754-0329A > 954-0329A 5/8" x 69.28"
