No service bulletins for that engine or mower that are related to engine speed...here's the governor adjust procedure; with the throttle in FAST and the blades engaged, the engine should be at 3,100 +-150 RPM, and at idle (blades released) 2,100 +/- 150 RPM.

This procedure you submitted of how to adjust the governor on BBC mowers, you would verify the maximum engine speed, with the blade engaged. My Tecumseh-powered Toro 20672 has the BBC. Its governed speed, with blade engaged, would be 3000 RPM +/- 200 RPM (however, I'd prefer a margin of error of +/- 50 RPM). This should prove useful to all the folks out there who want to know how to adjust their engine speed with BBC.
