Gravely Promaster 144Z won't start-

I just bought this mower, used it a few times and now it won't start. Battery has 12.5v, removed all connections (Battery, solenoid, key switch, seat switch, and starter) and cleaned. I can jump off the solenoid and it will start. Is the solenoid my problem?

Hold the key switch to start and check the small wire going to the solenoid for 12 volt ( power ) if yes than the solenoid is bad. If no then going to be a safety switch or a bad fuse.
