Governor Spring Question

About 15 years ago I mistakenly ran my riding mower with a 20hp briggs & stratton engine without any oil, needless to say the engine was destroyed. I found a brand new short block on ebay but was never able to get it run correctly (revs to high). The short block was not an exact replacement and I can't recall exactly what it was (18hp?, 19hp?). I really want to get this mower running and I believe the governor spring is incorrect because it wants to rev really high as soon as i take the choke off, plus at full throttle the spring has little tension on it. I've searched for several days on the internet for a replacement but really have no way of determining which one I need. I would gladly purchase a kit of springs to try but can't seem to find anything. I will attach some pictures. Any help would be appreciated. Keep in mind the picture with the model number, etc. is from the old engine.

Thanks for the link to the manual. I ended up going to a lawn mower shop and asked for a different spring. One of the mechanics spent a good 10 minutes with me explaining how it works and suggested I loosen the bolt/spring combo in my picture next to the governor spring. Gave him a $10 tip for being a stand up person and taking the time to discuss the situation with me. Came home and did what he said and now it runs good, doesn't want to rev high anymore. I think the valves need adjusted but overall I'm happy.

Thank you for the update. This is another reason why I always suggest talking to your local techs. 95% are willing to help and I’ll bet you’ll go back when your next problem or purchase comes around.
