ghost, Since no one is responding ...If you can get the shaft to slide out so the just the seal is visible consider making a little tool with a "tooth" a la auto repair seal pullers. You could use a long, small dia bolt and put a sliding weight on it. Assume a new seal can be pressed in from outside. This odd idea may get you an answer.
