Engine Governor choking motor

Can anybody help me? When I open the throttle on my MF50 22ZT (Kawasaki FH661V) motor, the governor seems to close the throttle connection.
How can I adjust it?

That is exactly how things should work.
The throttle lever you pull works on the govenor arm via a spring or set of springs ,
the govenor arm works to close down the throttle by pulling against those springs.
The faster the engine is spinning the harder it pulls.
And these springs are probably broken or missing.
