If I'm reading your question correctly...First, a large bracket is horizontal, bolted to both heads. On that bracket are two stationary eyelets. Little spring eyelet is below (you apparently know it because it is attached, right?)

Then the big spring eyelet is above. With the hood off mine , but without the muff heat shield removed I can just make these eyelets out. The Intek manual shows them , but not helpful from the drawings. My Intek engine 274844 24 HP 2003 vintage.
