GCV160 Mower needs starting fluid when cold

I have the Honda GCV160 motor on a Lawnboy mower and I can only get it started if I put a liberal amount of starter fluid in the intake. Once it warms up, I can usually start it without the starting fluid. Suggestions? Sounds like a carb issue to me....maybe the float?

If I buy a new carb, will it come with all new gaskets too or do I order those separately?

If it starts with fluid and then starts when warm without fluid. That sounds like part of the choke mechanism. When cold starting watch the butterfly in the carb and make sure it closes all the way
