I have a carb with a fuel solenoid but I have no ignition.i will be using a push button starter.will this fuel solenoid work without a ignition being connected or should I take it off and put a gasket and brass screw into it
You are going to have to have a switch of some kind to provide the on, and the off. Are you not? That is the provider of the power to the carb. Not to mention the rest of the lawnmower.

If you are doing away with the ignition, no will not work. You will also need a 2 pole switch to turn off the engine which you will need to hook up to a ground and if you run a positive wire to the ignition coil you will burn it out. On top of that you are going to find that the manufacture didn't install the fuel solenoid for no reason. My suggestion would be buy a new ignition switch and fix it right or you can end up spending more money trying to rig it. If money is that tight maybe you can find a used switch.

Sounds like you got a good start on this job. Now do way with you fuel solenoid with the brass screw and add the push button. You will now bypass all electrical problems forever. It will be just like the good old days before all the safety switch's and just a on and off switch. You know what you want.
