Ferris IS3000Z new coil - no spark - How do I find a dead short

Ferris FD731V Kawasaki -Only one coil fires. It may be a dead short problem. I tested the old coil and it tested good with a volt meter. I replaced it with a new OEM coil that also tested good. When installed they test 0 ohms. When I pull the kill wire off there is still no spark. I must have a dead short some where. How can I find the short?
 
Did you even look at the manual? 5.54 ohms does not came close to the parameters for both the primary and secondary windings. Guess you need help where to look, try section 8-14.

On my old coil
A to B on Primary is 6.70 (Manual says it should be 16-24)
A to C on Secondary is 21.13

Question: Do I have to take off the new coil to test it or can I test it on the motor.
 
If you would read the instructions in the manual you would see that it says to remove the coil. Second, the secondary readings say the ohms are K, which means thousands.
 
Do you have the coils mounted correctly? And both coils not the same part number?
