There are 2 types of safety circuits.
One prevents the engine from cranking if there will be a load on the engine
the other kills the engine should the mower register abnormal operating conditions.
The latter uses a variety of switches in different combinations.
Usually
Parking brake + lap bars
parking brake + seat switch
Seat switch + PTO switch
To further complicate this all of these are ground switches and a short to ground is difficult to find,
So you could have a faulty seat switch , or a fault in the wiring between the switches.
To stop idiots disconnecting the seat switch which every person with absolutely no idea how a mower is wired seems to ( not ) think is the reason for every engine problem, a lot of mowers now use a bank of relays which will trip / not trip if the seat switch is disonnected or bypassed.
So you might have a bad relay as well.
