That would equate to "governor top speed" in my understanding.
I do not see how loaded or unloaded play into this when the focus is on the basic engine and not the rest of the machine the engine is attached to.
Regardless, the whole point of an engine governor is to keep the engine from running wild and blowing itself up by exceeding its mechanical components designs.
