We are out of the country right now and want to let the man renting our house mow with our exmark this summer. He has never used a zero turn before and is not the most careful person so is there any way to turn the top speed down so he can't go as fast

Hopefully someone else will chime in, but I think you can with the governor

You can start by adjusting the bars to their full length so there is more movement of the bars for the same movement of the valves.
Slip underneath and have a look at the control evers, some have a few options where the bars connect to the control rods.
If there is one move it to the shortest length.
A the front of the control ars there should be a bolt or oter device to limit the forward travel adjust it for the minimum bar movement.

Unfortunately, there is not a good way to limit ground speed without affecting bladetip speed as well. You could reduce the throttle to about 7/8 throttle but wouldn't go any lower than that.
