My JD LX277 won't idle at low throttle; it sputters and immediately dies. And after starting it again after it dies it runs roughly (surging) at high throttle and eventually smooths out. I think the problem might be the "regulator?' on the governor. I tried adjusting the governor screw, nothing. I watched the linkage to the governor move automatically with the engine throttle at a spot where it surged-but didn't die. What's the problem?!!!!

Jesus loves us this I know!

Could be simple or serious. How many hours or what is the age?
Did this problem abruptly start or has it been getting worse for months now?

It could be a firing problem or a fuel problem.
Check all the simple stuff and service it. New plugs, air filter, fuel filter, oil change etc, if this was not done recently.
Compare the plugs; any notable difference side to side? Both sides dry, burning hot & clean?

Then I would look at taking the carb apart to be sure trash is not inside.
You could loosen the gas cap to be sure it's not a vent issue.

The governor is likely not the problem, unless it's missing a spring.
