I think you are flooding the engine with fuel when you tilt the mower up to turn the blade. I believe turning the engine is actually doing nothing. When the engine is getting all the fuel it needs, then it starts.
I think the carb is swimming in crud which keeps it from responding correctly. This may be because ethanol fuel was left in the carb and tank during winter storage. A definite "no-no".
