Engine will not speed up!

I have a Briggs & Stratton motor model no. 406777-0128-E1. It will start but when I try to make the engine go faster it will not. I have checked the speed cable and it will turn the arm coming out of the carburetor. When I move the choke lever the engine will go faster but does not run very smooth. Do I need to work on the carburetor or is the fuel pump bad? :confused2:

I would start by making sure the throttle linkage from the governor arm to the carb isn't binding. I have seen the linkage hit the side of the intake manifold preventing the throttle from opening properly. Normally lean run situation causes a surging engine, which you don't mention. Sounds like either the throttle is binding or the governor is not properly static adjusted. Could also be that one of the throttle butterflies has off centered and is binding against the carb body.

I am not having any luck with this problem. I replaced the fuel filter, fuel pump and carburetor. All new B&S parts. It has made no difference. It looks like it is not getting any fuel. It looks like the fuel filter has a very small amount of gas in it when it is running. Today I replaced both fuel lines that go from the fuel filter to the fuel pump and then to the carburetor and it made no difference. Any ideas? I don稚 know what to do next. I have spent way too much money on this engine.

OK lets define the problem.
What do you mean by "make it go faster "
mower engines are not like motorcycle engines. you do not control the speed it rund, the govenor does that job.
All the throttle cable does is limit the maximum speed it can go if the the govenor will allow it to.
This is why you oft hear the terms "low idle" and "high idle" applied to mower engines

Ron remove the valve covers, and check your valve clearances. Also while you have the covers off, also remove the spark plugs, to make the engine easier to turn by hand. Now while watching the valves open and close when turning the flywheel, make sure all valves are opening all the same amount.

I just have this thought that the lobes on the cam are worn down and are not opening the intakes valves all the way and is in itself acting like a governor system.

Update!
Parked the mower sometime around the beginning of April after I could not get it to work right. Over the 4th of July weekend I thought I would try it again. Turned the key and the mower started right up and worked like it was supposed to work. I don't know why. I mowed my front yard twice now and it works just like it is supposed to. The only change that I can see is the fuel filter looks to be full of gas now before it only had a small amount of gas.
