Engine surging until I get to cutting speed.

Changed oil/gas filter and oil. Is there a arb cleaner I can just add to gas tank?

adding carburetor cleaner to the tank will not help at this point. there is a blockage in the carburetor. disassembly and cleaning of the carburetor is going the best option.

Yes there is. Mechanic in a Bottle will clean the fuel system without the need to remove the carburetor. put it in the fuel tank and work it into the carburetor. you may need to crack open the bowl nut to drain what is in there out first.
MIB can be purchased at Home Depot.

If just by chance the mechanic in a bottle doesn't work (which I hope it dose) and you find that you will need to clean the carburetor. Its the low speed current in the carburetor that is giving you the problem.
