The e-clip is missing from the engine end of the push rod on my Poulan Pro PP19A42. I need to know the size so I can go to the hardware store and get another one.

Grab a caliper and measure the shaft. Subtract a 1/16” from your measurement and you have your size.

More likely it is a 8 mm push nut if no groove or a 6mm if there is a groove for it.
The mower's ipl lists the 8 mm push nut but the General Transmission RS800P IPL lists a 6mm e-clip.

I used an electronic caliper and it showed .09 inches. So is that like 1/4 inch or 3/8 inch or 7/16 inch or what?

Well 1/4 is fairly close to 6mm as 1/4 is 6.35mm.
