I did some googling on the 62-3900 part number and found a bunch of results that said it was a 35" x 3/8" vbelt. So I bought a few Gates Racing 6735 Powerated Belts. I put one on and it was way loose, so I took it back off and compared it to the old one. The old one was about 3/4" shorter (in outside circumference). So I'm wondering if a real toro belt is actually shorter or if something else is up.

Go buy the correct belt. They are around. I bought one for a Toro recycler 1989 model once from a Oregon dealer. Was a genuine Toro belt and was perfect fit.

That part number checks out at the 35" x 3/8" belt from 3 different cross refferences so I would assume your part number is wrong.
Belts don't really stretch, they get thinner so sit deeper , thus become loose.
OEM belts are usually odd ball sizes which is why they are so @(!@!*#* expensive

Yep - I had multiple references that checked out too. I triple checked the part number and it's correct (for several rear drive toros) actually. That's why I was thinking this must've happened to someone else...

Yes my deck belt is 153.66 inches and cost $85.00 or I can get the exact same belt made by the same company that is .66 inches smaller for $25.00. My tensioner will make up that difference.
