DR All Terrain MOWER BRAKE

Hello folks. I got a used DR All Terrain Mower with 15 HP Kawasaki and 26 inch blade. Replaced some stuff and It runs great. PROBLEM. THE brake consists of a bent steel flat bar that when rotated my pulling the cable, contacts two pins and (I assume) pushes them in to rub on the fly wheel attached to the tranny. THese pins do not and will not move. I tapped on them lightly but no go. before I soak them in PBBlaster and use a 2 pound hammer, does anybody have any knowledge of how I should approach this? Ive been mowing, but I have to shut off PTO every time I want to shift gears and to stop forward motion. THE momentum of the engine keeps it all moving, I guess. It would be nice and less tiring to have a working brake.. THANKS for ANY HELP!!!

Is there any way you can pull ( hold pressure on ) the pins while heating the housing they are in to approx 150° ? Don't touch the flame to the pins . We're trying to expand the metal around the pins and not expand the pins .
