I have a John deere 265 tractor and when I drive it in forward or reverse the transaxle doesnt release when I put my foot on the brake. I am just wondering if that is normal. I thought on most hydrostatic transaxles, the transaxle released whe the brake is applied.

No.
The brake pedal loosens the tension in the drive belt so it can slip .
The actual brake is only applied in the last 1/4 of the pedal travel and acts by clamping the layshaft.
This locks the diff so each wheel can only turn in opposite directions ( same as Park in an auto box ) thus you stop very abruptly.
More expensive models have an actual drum or disc brake but they are on mowers in the $ 10,000 + price range when quality & durability is more important than the numbers on the sales ticket .

Since the speed lever on the 265 hydro doesn't return to neutral on its own, when you press the brake pedal, it should return the speed lever to neutral at the same time it applies the brake. If it's not, then something is disconnected.
