Dixon Kodiak 50 2006 commercial with Honda GXV620 wont start

Starting issue:

Loaded onto trailer after job and got back to shop...went to off load and no cranking power at all.

Battery checks 12v ...both connections nice and clean
Checked with multi meter the 2 handle interlock switches and both good
Brake safety switch good
Seat switch good
Circuit breaker not popped out
Replaced ignition switch and key...nothing
I don't see a fuse anywhere to check
Pos cable to starter is tight
I don't see a solenoid on this model and cant see one on a diagram
just get a few sparks at the starter when grounding out with screwdriver to frame...wont spin
Mounted to frame on the inside to the right just below the gas tank and key switch is an off silver type box with wires....two bolts to frame...I don't know what it is called and cant find a description on a diagram.....looks like it regulates electric current maybe

Anyway...I am at a loss as to what else to test out here. Any advice would be appreciated.

Did you check starter/starter motor? Did you check under the deck to see if something is tied around the blade area?

With key on start check for power at the starter.
