dixie chopper silver streak will not start

My Dixie Chopper will not start I have replaced the pto switch the hour meter only lites up on the bottom right
the battery light does not come on and I get a good reading at the switch terminals I do not get a reading on
the blue wire .
 
YOUR PROBLEM IS THE GROUND WIRE THAT IS LOCATED UNDER THE KEY SWITCH PANEL
I HAD THIS SAME PROBLEM A COUPLE YEARS AGO
REMOVE THE GROUND WIRE CLEAN AND REATTACH IT
