It is like that because it is supposed to be done up with your fingers
An old shelf bracket or similar piece of flat iron bar will do the job nicely
A screwdriver type gasket scraper will also work well

It is not meant to a fill port since you have a regular dipstick fill tube. Some versions of this engine the dipstick tube would this dummy fill cap and regular fill cap installed where the dummy is currently at. It all where the engine is used as to where the oil is accessible.

If you look the lower section of the pic next to the frame is the oil drain they are referring to.

Just another example of someone asking for help realizing that they just misread the instructions and then trying to cover up their backside afterwards. Be honest you just admit you made a mistake and learn from it.

Even the best of us make mistakes. Its our admitting that we did and learning from it that makes us better in the long run. Don't be ashamed of making a mistake as long you learn from it; although, some can be costly for not asking for help when needed.

Personally I have made a lot of them myself over the years and when in doubt learned to ask for help to clarify something.
