Dating engine

Hello I have an old jiffy ice auger with a tecumseh engine. I'm trying to date this thing and need a hand. The engine number is AV520-670119K 0172H
 
The zero could be 1990 or 2000, but if it has both an idle and high speed mixture screws could be earlier, because the EPA started eliminating adjustments around 1990. Earlier engines had a six digit serial number.
