D130 Start Issue

Hi
I had a problem with my mower not wanting to keep running unless playing with the throttle/choke when it wanted to stall. I decided to replace the carburretor, with it running it is now good.
My problem is getting it started now. If I try to start using normal techniques it wont start, the only way I can get it going is to play with throttle (may be called governor) lever to the slow position while cranking, once it fires everything works normally.
Any suggestions gratefully received.

There a constant speed governor in that engine so playing with the throttle is of no value because the throttle is wide open at cranking rpm .
Try removing the air filter and dribble about a eye dropper of gas in the top of the carburetor. A lack of fuel is the problem .
