Carburetor leaking into cylinder and replaced needle and float and it still leaking, is there a seat that can be replaced the rebuild kit never came with one.
 
You will to rework the needle seat with an appropriate counter sink and pressure test the sealing.

Just did a Kohler CV20 on a Kubota where the carb was filthy but not leaking. After cleaning via USC with soap/water and installing a complete kit it started leaking. Once I counter sinked the needle seat it held 10 psi over 30 minutes. I also got nearly a quart of water out of the fuel tank.
 
Just like your toilet at home, your carb needs to be pressure tested as StarTech said. Needs to hold 7psi for 30+ minutes. Many videos on carb pressure testing on youtube.
 
Here are a few to watch. It is important to test the needle/seat WET as in spray some lube on the needle or dunk the entire carb in a glass of Diesel. Then pressure test it. Why? The needle is wet during use.
