Have you verified that the engine kill wire to the coil(s) is being connected when you turn it off? If you manually ground that wire does it also continue to run on? Both coils need to ground if it is a dual cylinder engine.
Carbon deposits in a cylinder on a very lean and hot engine can cause it to run after turning it off too, but you only have 21 hours on it. Some engines have a solenoid on the bottom of the carb to help stop run on, on engines that are prone to it by design. The plunger in them can get sticky too.

Spent a couple hours checking safety switches, the carb solenoid, the kill wires, etc.
The one thing I didn’t check was the air filter
Called my neighbor who has the same tractor. Asked him if he had any recommendation. After telling him what I did he said, did you check the air filter? Um, no. Turned out to be filthy dirty. Changed it, problem solved.

NAW it ain't so....... LOL
If the air filter is glazed over then look at the cooling fins.
