Cub cadet cc600 idle isn't right

My mower seems to rev too high without blades engaged and too low when engaged. Blades are sharp but it isn't doing a good job of cutting. I have had the carb apart a few times and I can't find anything wrong. Any ideas?

Download the manual from Cub Cadet and reset the governor.
