cub cadet 2166 electric pto clutch problems

The clutch on my mower is not fully engaging to allow mowing. it will gradually come up to speed when engaged but won't maintain blade speed for grass cutting. I checked voltage at connector and am getting 12 V. Any ideas?

You could have a faulty & corroded ground..
That would reduce the current through the clutch coil. Unfortunately if that was the case the results will be the same as operating with low voltage... The clutch will slip and the slipping causes heat and a breakdown of clutch lining. If the lining has worn down to the point it will not engage properly it is going to take a replacement of the complete clutch assembly. KennyV
