Yes that is just one of many possible causes. You must realize that we can't see, hear, or feel what you are describing. We can only guess as to the cause of your problem by what you tell me. You don't tell us the engine make or any numbers and we must give you general possible solutions, which you say are not the causes. Lack of power and only runs on rich mixture has many possible causes. I could spend all night trying to go through each one. We need you to give us clear information. Engine make, model and serial numbers. First you said the problem occurred when you hit a piece of ice and later you said it just started loosing power. Your compression test numbers are very high and you did the test with a plug in the opposite cylinder. That will give you any inaccurate reading. You say you have milky oil in the air box and that normally would not occur with a bad intake gasket. It can be caused by a blown head gasket if you have an OHV engine, but I don't know what engine you have. A blown head gasket could also cause the other problems you describe. I don't know what you want from us and we can't help until we get a clearer picture of your situation. You now have to help us.

well I solved it with a few cranks on the idol mixture and a new intake gasket. the motor was a 14 hp ohv twin briggs van guard. the head gaskets are fine and no more oil spitting. thanks for the help. the milky substance was found to be the gas spitting out the top of the carb due to the air from the intake. when in hit the oil in the air box it produced the milky substance

I learned something new today, hope I can remember it. From what you posted I would have never guess that the cause would be a bad gasket. Congrats.
